"On page 75 of your Exodus book you state, 'Nowhere either does the Bible associate obedience and works with the old covenant, or faith and grace exclusively with the new covenant.'  I always thought that people in OT times lived under the weight of their sin from year to year until scapegoat time [Lev 16]. Please help me understand."

Someone has misrepresented the old covenant. True, their sins were not ultimately purged by the old covenant. But they were forgiven through Christ (in advance)! The various regulations, the Hebrew writer tells us, were reminders that the blood of goats and bulls wasn’t enough (Heb 10:4). Yet he wasn’t saying they were unforgiven – only that the power of forgiveness comes through a truer and better sacrifice.
