Is "they" in Acts 2:1 referring to the twelve apostles, or the hundred and twenty?

I believe the group are the apostles -- all are Galileans, after all, according to the text.

Jesus had a sizable contingent up in Galilee (500 or more) as well as his group in the south, the 120. I realize that some of the 120 may also have been in the 500. Anyway, the men of Galilee are almost certainly the 12 apostles.
